Body-cam footage produced under KORA requires frame-by-frame review for KRS 61.878 exemptions. Consent-decree procedural status. The DOJ Civil Rights Division and LMG and LMPD negotiated a consent decree across 2023 and 2024 covering use of force, search and seizure, stops, and related practices; the decree was filed in the US District Court for the Western District of Kentucky and entered by the court in late 2024. Following the federal administration change in early 2025, DOJ Civil Rights Division national priorities shifted; Mayor Greenberg and Metro Council publicly committed in 2025 to implementing the substantive policy reforms regardless of the federal-side posture. Monitor selection, monitor funding, and the FY26 budget line remain in flux.
